The Spirit of Chaos, Discord is an draconequus, an amalgam being made of all sorts of animals. His chaos magic is second to none, and he delights in nothing more than practical jokes and playing with others. Unfortunately, his tricks can oftentimes be hurtful, and his understanding of true friendship is only just starting to grow. Thousands of years ago he ruled Equestria until being defeated by the Elements of Harmony, the only check on his otherwise limitless power. Recently set free, he has since been tamed, but remains a mischievous trickster through and through. Discord has a knack for mind games and riddles and has a penchant for knowing exactly what to say or do to push your buttons.
Bill Cipher is a demon of the mindscape, and a terrifyingly polite one at that. With a penchant for whimsical wordplay and odd observations, his goal was to tear down the barrier between our world and the nightmare realm. A move that would grant him incredible power. Normally, on the physical plane his power is limited, relying on deals with sleeping mortals to influence events, occasionally making use of their bodies as his own. But when the barrier is brought down his power is ramped up to almost god-like levels of power, able to accomplish virtually anything with the snap of the fingers. Whimsical and sadistic, Bill Cipher has no qualms with making others suffer for his amusement, and loves to twist his deals around to better suit his ends.

I say this would Undoubtedly end in a tie.

Nether of them can die, period, not happing, ever.
Because they are both immortal spirits of some kind.
For Discord
In a later session of MLP FIM. Saw this was posted at the time of season 5 and there were 9 in the hole series.
Anyway it's shown in a later season that destroying Discord's body doesn't put him down for good.
He's called "The Spirit of Chaos" for a reason.
Also later in the episode his Spirit came back and could still effect the physical plan.
For Bill
It's shown in Gravity Falls that until Bill interred our world he had no physical form and can exist without one.
And yes I know Discord could trap Bill in someone's head and erase all they're memories.
But as we've seen from official evidence given about the Gravity Falls universe that didn't work permanently.
The closest ether of them could get to (Killing) the other.
Is to (Contain) the other.
In Bills case he could turn Discord to stone.
In Discord's case he could tear a hole in realities and send Bill back to his Insanity dimension that he can't escape from.
